贯彻落实《条例》是深化科技体制改革的法律保障
贯彻<计划生育技术服务管理条例>(以下简称<条例>)是落实<中共中央国务院关于加强人口与计划生育工作稳定低生育水平的决定>的重要措施之一,是本届政府在人口与计划生育领域中抓的五件大事之一,是我国生殖健康事业前进的重要标志.按照中央<决定>精神推进以技术服务为重点的优质服务,要以<条例>为纲,以三大工程为载体,以改革为动力,以人民群众满意不满意、高兴不高兴为衡量标准.<条例>的颁布不仅标志着我国计划生育技术服务工作进入崭新的发展阶段,而且为科技体制改革注入新的活力,提出更高标准和要求.<条例>作为我国计划生育科技领域内的行政法规,也是规范计划生育科技体系的规章制度,深化科技体制改革的法律依据.

From February 1995 to March 1999, compared by 108 patients treated by western medicine, 120 patients suffering from chronic eczema on their hands have been treated by the authors with modified Weiling Decoction (WLD) and the therapeutical effects observed. The results are reported as follows.METHODSClinical Data All the patients who suffered from eczema on hands were outpatients and were tested by local squamous fungus culture before treatment, with the results negative, and conformed to the diagnostic standards of eczema in “Clinical Dermatology”(2nd edition, Nanjing, Jiangsu Science and Technology Press. 1999∶512-515). The patients were divided into the treated group and the control group. There were 120 patients in the treated group, 56 males and 64 females, their age ranging from 24 to 64 years, mean age 44 years; the illness course were 1-12 years, mean course 6.5 years, 35 of the patients were accompanied with eczema on other parts of the body or nail change. At the same time there were 108 patients in the control group, 46 males and 62 females; their age ranging from 18 to 56 years, mean age 37 years; the illness course ranging from 3 to 10 years , mean course 6.5 years, 38 of the cases were accompanied with eczema on other parts of the body or with nail change. Statistical analysis indicated that the two groups were comparable.

Thirty-five patients of infantile purpura nephritis (IPN) were treated with integrated traditional Chinese and western medicine (TCM-WM) from January 1994 to December 1998, with good efficacy obtained, and following is the report.METHODSClinical Data All the 65 cases were inpatients, and conformed to the “Standards of the Diagnosis and Therapeutical Effect of Hematological Diseases” (edited by ZHANG Zhi-nan. Tianjin: Tianjin Science and Technology Press, 1999∶235-239). They were randomly divided into two groups: Treated group: 35 cases, 23 males, 12 females; aged 4-13 years, 7 years on average; disease course 4-18 days, the mean 10 days; mild type 19 cases (asymptomatic hematuria, proteinuria), nephritis syndrome type 13 cases (hematuria, proteinuria, edema, hypertension), and nephrotic syndrome type 3 cases (typical manifestation of nephrosis complicated with renal insufficiency). Control group: 30 cases, 20 males, 10 females; aged 3-14 years, 6 years on average; disease course 3-16 days, the mean 9 days; mild type 16 cases, nephritis syndrome type 10 cases, nephrotic syndrome type 4 cases. The clinical manifestation, sex, age, hospitalisation time of these 2 groups showed insignificant difference.Method of Treatment The control group: Adopting intravenous dripping of dexamethasone 0.3-0.5 mg*kg-1*d-1, consecutively for 5-7 days, which was then shifted to prednisone 1-1.5 mg*kg-1*d-1, altogether 2-3 weeks, with Vit C, persantin, chlorphenamine, calcium, etc., orally taken. The treated (TCM-WM) group, on the basis of the above-mentioned WM treatment, had also TCM syndrome differentiation performed, and were classified into 3 types:

OU Ming, male, was born in Shunde City of Guangdong Province, December 1924. After graduating from Medical College of Lingnan University in 1948, he was served as a physician in Chinese People's Liberation Army, government organization and Zhongshan Medical College. In 1956, he was appointed the post of participating in the founding of a new medical college, Guangzhou College of Traditional Chinese Medicine, and has worked there ever since, acting in the past as department head of internal medicine, deputy director of the affiliated hospital, director of teaching administration office and vice-president of the college successively and now as a full professor. Cardiovascular disease is his speciality and he has devoted to the scientific study of integration of traditional and western medicine in his field since then. He has taken charge of various national research projects, including “Clinical and Experimental Studies of the Effect of Ilexonin A on Congestive Heart Failure”, “The Molecular Biological Basis of Deficiency Syndrome in Traditional Chinese Medicine”, “Clinical and Experimental Studies of the Effect of Kaixin Capsule on Asymptomatic Myocardial Ischemia”, etc., and acted as the head of national collaborating group studying the treatment of cardiovascular diseases by traditional Chinese medicine and the integration of traditional and western medicine, a national key project of medicine in the 7th Five-Year Plan. Many achievements in scientific research have been obtained, which were appraised by experts as the achievements of advanced level in the country. A total of thirteen prizes (science and technology progress prize and commendation prize) has been awarded to him by Ministry of Science and Technology, Ministry of Health, State Administration of Traditional Chinese Medicine and Guangdong Commission of Science and Technology. His writings are abundant. More than ten monographs concerning traditional Chinese medicine have been published for most of which he acted as the chief-editor, including Concised Dictionary of Traditional Chinese Medicine (The People's Health Publishing House, 1979), Chinese-English Dictionary of Traditional Chinese Medicine (Hong Kong Three-Joint Book Company, 1982), New Compilation of Traditional Chinese Medicine (Shanghai Science and Technology Publishing House, 1991), Series of Traditional Chinese Medicine (in English)(Hong Kong Haifeng Publishing House, 1991-1994), Syndrome Differentiation, Treatment and Recent Research of Coronary Heart Disease (Qingdao People's Publishing House, 1994), Big Dictionary of Traditional Chinese Medicine (The People's Health Publishing House, 1995), etc. Furthermore, more than 20 academic papers have been published in the well-known Chinese medical journals, such as Chinese Journal of Integrated Traditional and Western Medicine, Journal of Traditional Chinese Medicine, Chinese Journal of Herbal Medicine, Traditional Chinese Drug Research and Clinical Pharmacology, Journal of Guangzhou University of Traditional Chinese Medicine, etc.

国家科技攻关项目"寄生虫病防治研究"科研成就概述
寄生虫病是全球性重要公共卫生问题.我国是寄生虫病危害严重的国家之一.截止1998年,在我国与人类致病有关的寄生虫有229种.1988~1 992年首次全国人体寄生虫分布调查结果显示,除台湾省外,在30个省(市、区)寄生虫总感染率为1、5%~94.7%,全国平均总感染率为62.5%,感染率在50%以上的有1 7个省(区),其中海南、广西、福建、四川、贵州、浙江6省(区)超过80%.查到的虫种有60种[1].

华中科技大学正高级教职工心脑血管疾病的危险因素流行现状调查

以NSTL网络服务系统为依托开展医学数字化文献服务
国家科技图书文献中心(National Science and Technology Library以下简称NSTL),是根据国务院领导的批示于2000年6月12日组建的一个虚拟的科技文献信息服务机构.NSTL成立后,利用信息网络技术,根据国家科技发展需要,按照"统一采购、规范加工、联合上网、资源共享"的原则,采集、收藏和开发理、工、农、医各学科领域的科技文献资源,构建了国家科技文献保障体系,面向全国开展科技文献信息服务[1].中国医学科学院图书馆是NSTL医学图书馆,在NSTL信息专项经费的支持下,期刊及连续出版物订购量逐年上升,2004年外文纸本期刊已达2400种左右,中文纸本期刊也达1000余种,馆藏更为丰富;另外NSTL还为医科院图书馆配置了多台文献数字化设备,促进了医学图书馆数字资源的建设与发展.中国医学科学院图书馆也是卫生部全国医学文献资源共享网络的国家中心图书馆,有了NSTL支持,医学文献资源共享又显示出新的生命力[2].如此丰富的医学信息资源,怎样才能高效地为全国用户所利用,让国家的投资点点滴滴用在实处,也是摆在NSTL医学图书馆面前的严峻课题.经过调研,NSTL医学图书馆进行了医学数字化文献推送服务模式的探索.
